Perfect Order runs to 124 cards across 8 rarities. Pokemon publish no pull rates for it, so these 8 are ranked on the set's own structure: how few cards share a tier, and which are numbered beyond the printed run.

4. Raticate

8. Potion
Card 83 of 124. One of 44 cards at Common.
How these were picked
Pokemon publish no pull rates for Perfect Order, so nothing here is an odds claim. The ranking is the set's own structure: a rarity with few cards in it is harder to complete than one with many, and a card numbered beyond the printed total is a secret rare by the publisher's own numbering.
Where they sit in the set
8 cards out of 124, 4 numbered beyond the printed run.
